Cityview, a multifamily developer based in Century City, will be utilizing a state density bonus law to build a larger apartment complex in Westchester, California. The company will be employing Assembly Bill 1287 to revise its plans for an eight-story complex at 6136 West Manchester Avenue, according to Urbanize Los Angeles.
Previous Proposal and Changes
The original proposal by Cityview called for an eight-story building with 441 apartments, 16,000 square feet of ground-floor shops and restaurants, and parking for 549 cars. The developer would have used a density bonus to build a larger building than zoning rules allowed in exchange for 66 units of affordable housing for very low-income households.
New Development Under AB 1287
With the introduction of AB 1287, which took effect this year, Cityview reevaluated its plans, taking advantage of the law’s provisions. The law allows developers to include up to twice as many units in a project as local zoning allows, as long as they include a certain percentage of affordable housing.
Increased Density and Reduced Affordable Units
With the density bonus of 85% under the new law, Cityview’s plans have been revised to allow an 11% increase in apartments, resulting in a total of 489 units. However, the number of affordable units will be reduced by 3%, from 66 to 64.
Project Features and Timeline
The project, designed by AC Martin, will feature a gray and white exterior, a podium-level courtyard, numerous terrace decks, and a pool. Construction is expected to begin next year, with completion projected for 2027.
Additional Developments in the Area
This project may set the stage for redevelopment of other sites in the surrounding area, such as the east side of Sepulveda Boulevard, which may be replaced with senior apartments and affordable housing.
