New York State Education Department Releases 2023 to 2024 Report Card on Student Performance

About the Report

The New York State Education Department (NYSED) has released its 2023 to 2024 report card on student performance, covering various statewide tests, including the Regents, the New York State Alternate Assessment (NYSAA), and English, math, and science exams among third- through eighth-graders.

Student Demographics

The report card accounted for 731 school districts comprising 4,400 public schools and 372 charter schools. In public schools, 214,159 teachers and 2,418,513 students in kindergarten through 12th grade were counted. Of those students, 51% were male and 49% female, with 37% being white. Hispanic or Latino students accounted for 30%, Black or African American students accounted for 15%, and 10% were Asian or Pacific Islander. The remainder were multiracial (3.5%) or American Indian or Native Alaskan (0.7%).

Performance Levels

For NYSED purposes, students receive a performance level based on how well they do on their tests, ranging from Level 1 at the bottom to Level 4 at the top. They consider Levels 3 and 4 to be “proficient.”

English Language Arts Results

Overall, 82% of third- through eighth-grade public schoolers in New York – 930,299 students – took standardized English tests. NYSED found that only 46% of those students were proficient in English language arts, representing a decline compared to previous years.

New York State English as a Second Language Achievement Test Results

Non-native English speakers learning the language in school take the New York State English as a Second Language Achievement Test from kindergarten through twelfth grade. NYSED counted 263,029 students taking these tests, with scores categorized into five levels of achievement instead of four.

Mathematics Results

For mathematics, 952,590 third- through eighth-grade students took standardized tests, representing 84% of students in that age group statewide. Overall, New York students did better in math than in English or science. Out of those tested, NYSED found that 52% reached proficiency, representing another statewide decline.

Science Results

Students only receive standardized tests in science in fifth and eighth grade. NYSED counted 246,166 public school students testing in science, representing 84% of their age group statewide. Among them, NYSED found only 35% proficiency.
