Rally against CDPAP changes held in Latham

Introduction to the Issue

LATHAM, N.Y. (NEWS10) — Home care advocates protested in Latham on Monday at the potential future headquarters of Public Partnerships LLC (PPL). PPL is the company taking over New York’s Consumer Directed Personal Assistance Program.

CDPAP allows New Yorkers to hire family or friends as paid caregivers. The state insists the overhaul is meant to combat fraud and won’t impact eligibility or payments. However, caregivers worry the transition, mandated in last year’s budget, could leave disabled loved ones without vital services.

Concerns of Caregivers

"We were told we can register on the phone online or in-person. We are here today in-person, and see, they don’t have an office. It’s locked and under construction," homecare aide Mark Ressi said. "We tried over the phone, and we were on hold indefinitely, and it would hang up and said it would call back. Ourselves included, many people have never gotten a call back."

Current Status of CDPAP Transition

The state said 700,000 consumers and workers are part of CDPAP and 230,000 have either started or completed registration. The deadline to register for PPL is April 1.
