New NYC Deputy Mayor Lives and Votes in Peekskill

Mayor Eric Adams’ latest pick for deputy mayor for operations, Jeffrey Roth, still lives in Westchester and was running for a county seat as recently as February, records show. This is despite the requirement that the job be held by a New York City resident.

Roth, who has worked for the city’s Department of Veterans Services and the fire department, as well as serving in the Army National Guard, announced in February that he planned to run for a seat on the Westchester County Board of Legislators, district one. The seat represents Cortland, Yorktown, and Peekskill, where voter and other records show Roth still resides.

According to a press release in February, Roth moved to Peekskill in 2021. "I’m running because our community deserves leadership that listens, takes action, and delivers real results," he said.

Roth is replacing Meera Joshi as deputy mayor for operations, a position that requires the holder to be a resident of New York City. Under a 2010 executive order, anyone holding the job of deputy mayor "shall be a resident of the City on the date that he or she assumes such title or shall establish City residence within ninety days after such date and shall thereafter maintain City residence for as long as he or she serves in such title."

When asked about Roth’s primary residence, Adams spokesperson Kayla Mamelak said he had a home in Brooklyn, but would not specify which one was primary. "Successful people sometimes have more than one property," she said. "He has a residence in BK which, as you know, is in NYC."

Roth has yet to comment on the matter.

Newly-Appointed Deputy Mayors

Roth is not the only new addition to the administration. He will be joined by Adolfo Carrión (housing and economic policy), Suzanne Miles-Gustave (health and human services), and Kaz Daughtry (public safety), who will start their jobs at the end of Friday.

Daughtry, who is currently the NYPD’s deputy commissioner of operations, was promoted six ranks to assistant commissioner last year. The Civilian Complaint Review Board later dropped three misconduct complaints against him after he took up a civilian position.

Conclusion

The appointment of Roth as deputy mayor for operations has raised questions about his eligibility for the position, given his continued residency in Westchester County. The requirement for the job is clear: the holder must be a resident of New York City. While Roth’s critics may argue that he is not meeting this requirement, others may see his experience and qualifications as more important.
