NYS Democrats Consider Possible Legislation to Change Special Election Time Frame
Current System
Currently in New York, it could take up to 90 days to elect a new member of Congress.
Potential Legislation
The possible legislation would allow the governor more time to call a special election when there is an open seat in Congress or the New York State Legislature. As for how much time, that has yet to be determined. Supporters believe changing the time frame could help increase voter turnout.
Reasoning Behind the Proposal
“We want to make sure that we get as many people to the poll, that we reduce as much chaos at least here, as possible as we consolidate things,” said Senate Majority Leader, Andrea Stewart-Cousins on Tuesday.
Cost of Special Elections
On Monday, Governor Kathy Hochul spoke about the cost of special elections on small counties, and how it can give some candidates more of an advantage.
“What a very short time frame does, it favors people who are already elected officials verses a citizen who wants to run because there is a lot involved in this. You’re actually denying more people an opportunity to run because they didn’t have an elected office,” said Hochul.
Opposition to the Proposal
Part of NY-21 is in Republican state Senator Joe Griffo’s District. He doesn’t buy the Democrat’s reasoning for changing the law.
“To me, any indication that this is a cost-saving measure to entice more voters is really ridiculous because we’ve seen multiple special elections all across the state all done within a very short timeframe using the existing law,” said Griffo.
Griffo added it could have a significant impact on constituents, depending on how long the time frame is extended.
“The people of the 21st Congressional District will be without representation for almost half a year,” said the senator. “There’s critical needs and major concerns relative to federal projects and the need to have someone there that can bring that throughout the congress and working with the administration in Washington, particularly when you look at defense assets, things of that nature that are in this district.”
Timeline for the Legislation
While the legislation has yet to be introduced, a source with knowledge said the legislation could be passed as early as next week.
