"They did not give my mother an ETA, as far as to when she would be able to come back," he said. "She’s been displaced for almost a year, and God only knows for how much longer."

Resident Struggles: Rafaela Guerreiro’s Story

Rafaela Guerreiro, a single mother of an 8-year-old, is being forced to move out and change schools. "I found a place affordable two hours away from here," she said. "The cost of living is so high."

Inadequate Maintenance and Mismanagement Alleged

A city report revealed that the association petitioned to have a receiver appointed to manage the property in April, citing allegations of mismanagement and failing to perform routine maintenance. The petition alleges that the prior board of directors was controlled by representatives for a single trust, which owned over a third of the units at Heron Pond.

City’s Response: “The City Had No Option But to Take Action”

Pembroke Pines Assistant City Manager Michael Stamm Jr. explained, "Our building official and Fire Marshal in conjunction with their engineers have determined that these units just aren’t safe for people to live in. The outside and the bones of the building is what we’re finding is damaged."

The appointed receiver has sent a survey to owners outlining two options: an upfront assessment of at least $40,000 for repairs or selling the property. However, options like Edward Picon feel leave his mother behind. "A person who has never owned anything in her life. She finally owns something, and now she doesn’t have it."
