The Katy Independent School District board of trustees voted to give pay raises to teachers during its meeting Monday.
Texas House Bill 2 provides funding for raises for teachers with three or more years of experience. Katy ISD teachers with three to four years of experience will receive a $2,500 pay increase, while teachers with five or more years of experience will receive a $5,000 raise.
During a meeting last week, Chris Smith, the district’s chief financial officer, told trustees that the district would receive about $50 million from House Bill 2.
“Twenty-nine million of it comes right off to go to the teacher salary increase, which is wonderful for teachers, and the reason we’re here,” he said.
The school district is currently facing a $26 million deficit for its 2025-26 budget. However, Smith said the district will likely spend less than its official budget.

“I’m confident that when it’s all said and done, that $26 million dollars is going to be not a deficit when we get our audit in January,” Smith said last week. “If it is a deficit, it will be very small.”
On Monday, the Katy ISD school board also approved a $2,500 stipend for teachers with one to two years of experience. That raise will be funded by the district, not the state.
Superintendent Ken Gregorski spoke in favor of including entry-level teachers in the pay raises during last week’s meeting.
“We, collectively as the state of Texas — not we, the board — are going to look at all our teachers and not allot one dollar, not even a dollar, for first- and second-year teachers?” he said. “It was just strange to me.”
Trustees also approved a 3% raise for support staff, including custodians, cafeteria and transportation workers. The raises are funded through both House Bill 2 and Katy ISD’s own local funds.
Administrators, such as principals and instructional coaches, will see a 3% pay increase, fully funded by Katy ISD.
