Sex Offender Arrested for Second Time for Online Solicitation of a Minor

A 46-year-old sex offender, David Lee Sims, has been arrested again for online solicitation of a minor, just months after his release from prison. Sims was arrested on Tuesday and charged with a first-degree felony after attempting to meet with an undercover officer posing as a 15-year-old girl.

Background Check

Sims was previously convicted of online solicitation of a minor in 2020, resulting from an arrest in Montgomery County. He was sentenced to prison and was released on December 6, 2024. Since his release, Sims has been residing in a Texas Department of Criminal Justice halfway house.

New Arrest

Sims’ latest arrest followed a two-month investigation by the Internet Crimes Against Children Unit of the Office of Alan Rosen, Harris County Constable Precinct 1. The investigation revealed that Sims used a social media application to communicate with the undercover officer, sending explicit images and videos and arranging to meet the minor at her home.

Arrest and Charges

Sims was arrested at the site of the planned meeting, where he was found with a box of condoms and a package of Skittles candy. He was charged with online solicitation of a minor, a first-degree felony, and is currently being held in the Harris County Jail.

Parole Revoked

Sims’ parole will be revoked due to the new arrest, according to the Texas Department of Criminal Justice. His previous conviction and new arrest highlight the importance of monitoring and tracking sex offenders to prevent further harm to children.

Conclusion

The Harris County Precinct 1 Constable’s Office urges anyone with information regarding Sims’ interactions with children to contact the Internet Crimes Against Children Unit at 713-222-4929. The Constable’s Office is affiliated with the Houston-Metro Internet Crimes Against Children Task Force. This case serves as a reminder of the importance of online safety and the need for continued efforts to protect children from online predators.
