North Texas Fugitive Added to FBI’s Ten Most Wanted Fugitives List
North Texas fugitive Cindy Rodriguez-Singh, charged in the death of her 6-year-old son, has been added to the FBI’s Ten Most Wanted Fugitives list, authorities announced Tuesday.
The reward for information leading to her arrest has been increased to $250,000, the FBI and local law enforcement agencies said Tuesday morning at a news conference in Everman.
Rodriguez-Singh is charged with capital murder in the death of her 6-year-old son Noel Rodriguez-Alvarez.
“This is a case that is still fresh in the minds of Everman residents and many of us across North Texas,” said FBI Dallas Special Agent in Charge Joe Rothrock. “We will not rest until Cindy is apprehended and returned to the U.S., so she can answer for her alleged crime.”
The Investigation
Rothrock said authorities believe Rodriguez-Singh is in India, but she also has connections to Mexico.

With the sizable reward for information and the publicity the most-wanted designation brings, Rothrock said he’s confident the FBI and its international partners will soon bring Rodriguez-Singh back to the U.S.
Noel’s Disappearance
Police have said Noel was last seen alive in October 2022, but wasn’t reported missing until a welfare check was conducted at his family’s Everman home in March 2023.

Rodriguez-Singh was questioned by officers during the welfare check and, according to Tarrant County District Attorney Phil Sorrells, she provided conflicting stories as to the whereabouts of her son.
Charges and Arrest Warrant
A Tarrant County grand jury previously indicted Rodriguez-Singh on one count of capital murder, two counts of injury to a child and one count of abandoning a child without the intent to return.
According to an arrest-warrant affidavit, Noel’s biological father lives in Mexico and told police he was deported before the boy was born and had never seen him.
According to Sorrells, Noel suffered from medical challenges requiring considerable attention from his caretakers.
“Instead, the evidence shows that he was met with cruelty, neglect, and ultimately, disappearance,” Sorrells said.
