Introduction to the City of Dallas’s New Compliance Efforts
In late June, the City Council directed the City Manager to ensure that the City of Dallas complies with federal directives that require federal grant recipients to certify that they do not operate any programs promoting Diversity, Equity and Inclusion in violation of federal anti-discrimination laws. City Manager Kimberly Bizor Tolbert immediately ordered City departments to temporarily cease any policy using race, gender, ethnicity or national origin in decision making, and to conduct a thoughtful and careful review of all polices to ensure compliance. A grant compliance task force was created which is currently evaluating policies and plans, and will brief the City Council again in September 2025.
