Police believe Ybarbo was driving east on East Oates Road at a high speed when he left the roadway and struck the two pedestrians, as well as several parked cars near the intersection.
Police said Ybarbo was arrested on a charge of failure to stop and render aid involving death and one charge of failure to stop and render aid involving serious bodily injury. Those charges are respectively second- and third-degree felonies.
